What is SCOTO Consulting?

As the only network in the UK dedicated to supporting and growing community tourism, SCOTO Consulting has been established to provide professional advice, guidance, and tailored solutions.

Scotland’s policy landscape, with its focus on community empowerment and asset transfer, provides a powerful foundation for community-led tourism. With many projects and ideas involving varying levels of visitor engagement, it is essential that communities have access to specialist advice to maximise their potential.

How we operate
SCOTO Consulting is our delivery arm which provides various consultancy services using our team of specialist advisers.

Through our team of specialist advisers and associates we offer a range of consultancy services to support the development of community led tourism and other community led activity for individual communities, community collaborations and for public and third sector partners.


To date we have supported many individual communities, public and third sector partners through our Press Pause activity, as well as providing business development and revenue generation advice, mentoring, engagement plans, event and festival development advice, audits, case studies and feasibility work.

Supporting SCOTO
SCOTO Consulting is one of the seven activities we deliver as a CIC and is how we directly support the growth and development of community led tourism across Scotland

We are self-funded as a network and SCOTO Consulting is currently our primary source of income. A minimum of 20% of all fees go towards the operation of the SCOTO Network and provision of resources.

Any community or partner engaging SCOTO Consulting is therefore actively supporting the management and development of the SCOTO Network. This money is used to expand and develop our online resources, management of our digital channels including regular web
updates and social media conversations and hosting our regular online gatherings and webinars.

20p in every pound spent with SCOTO Consulting supports the development and management of our network.

Press Pause
2023 - ongoing

Press Pause is a destination based approach exploring community led tourism within a discrete geographic area. It was developed initially through a partnership with the North Highland Initiative. After being refined, it is now one of the key products available from SCOTO.


Press Pause has been delivered on a programme basis in the North Highlands, Ayrshire, Kintyre and across Scotland via a Community Lottery Funded initiative led by the Social Enterprise Academy. It has also been delivered on an individual community basis in Braemar, Upper Nithsdale and Gorebridge, where the communities have sourced their own funding. SCOTO can provide tailored quotes and advice on funding possibilities for either a programme-based approach or for an individual community.

Developing a Community Led Approach to Tourism
May 2023 - ongoing

An additional Press Pause programme in 2024 to work with Ullapool, Shieldaig and Dornie is being rolled out with Wester Ross Biosphere joining the partnership, and discussions are underway to ascertain what the programme rollout is telling us at a strategic level to decide on the next steps in 2025.

Developing Community Led Tourism in Rural & Island Ayrshire
Nov 2023 - March 2024

In Autumn 2023, SCOTO successfully tendered a programme of work to review and develop community-led tourism across rural and island Ayrshire.  The works included an audit of 99 different enterprises and activities, 6 case studies and 3 Press Pause programmes in three valleys with three communities per valley.


The audit is the first of its type in Scotland and has provided good insights into the Ayrshire area. It is also a basis for scaling up an estimate of the extent of Community Led Tourism across Scotland.

SHETLAND ISLANDS COUNCIL
A Review of Community Run Heritage Centres providing Visitor Information Points
Nov 2022 - March 2023

Late in 2022 and following a presentation to SLAED (the Scottish Local Authority Economic Development group)  SCOTO was invited to progress a key piece of work reviewing each of the community run heritage centres on the islands which provided Visitor Information Points as part of a service level agreement with the council. 
SCOTO produced overarching guidance for all centres for the council, plus a centre-by-centre report for each operation with specific advice on improving the current service and offering and optimising the opportunities to draw in revenue.

BRORA DEVELOPMENT TRUST
Community Led Tourism Business Plan Development
June 2024 - March 2025

Following the NHI partnership funded Press Pause initiative in Brora earlier in 2024, Brora Development Trust secured SCOTO services to develop their community led tourism activity plan, provide business development advice for the visitor information point and Otter’s Couch social enterprise and mentor the current BDT team.

THE SOCIAL ENTERPRISE ACADEMY
Imagining New Futures Together

SCOTO was brought in as an official partner of the Social Enterprise Academy in delivering their Community Lottery-funded Imagining New Future Together Programme, which was delivered in both Scotland and Wales. 

SCOTO initially provided 1-2-1 mentoring advice to numerous participants in the programme from communities across Scotland who were looking at community led tourism and how things could be done better. 

Five Press Pause initiatives were then rolled out to support Glen Urquhart, Selkirk and the Valleys, Langholm, Girvan and Colmonnel, and with support, grants helped Glen Urquhart, Langholm, and Selkirk develop their thinking to agree on priority actions.

THE KINTYRE WAY SCIO
Community Led Tourism on a Long Distance Trail and a Five Year Operational Plan
Sept 2023 - March 2024

With funding from the Cour Windfarm Trust, the Kintyre Way SCIO appointed SCOTO to engage with the communities in Kintyre and key stakeholders to develop a 5-year operational plan with a much stronger focus on the community and economic benefits.

Nine Press Pause workshops were delivered across the peninsula in October 2023, and an online survey was also conducted, which received over 150 responses from locals and visitors.  The five year plan is now being developed into a year by year business plan.

A Summer Walks Programme 2024 and an Outdoor Festival in 2025
July 2024 – ongoing

In preparation for a new outdoor festival planned for 2025, SCOTO is providing outdoor walking event planning, delivery advice, and IT support to the Kintyre Way SCIO and their Friends network.  A "Month of Walks" programme is being delivered in August 2024 by volunteers, with the events profiled and bookable on Eventbrite.  This is being used as a pilot for a more significant festival in 2025.

CAIRNGORMS NATIONAL PARK AUTHORITY
Exploring The Potential For Establishing A Cultural Heritage Network
Nov 2023-May 2024

In 2023, SCOTO was appointed to undertake preparatory work exploring the potential for establishing a cultural heritage network for the Cairngorms National Park area. This important work focused on an online survey of local interests and interviews.
The report highlighted the keen interest in a network and the areas of networking that would be valued.  It also flagged the resource requirement to sustain any network as a self-financing model that was unlikely viable based on experience across the country.

Join the SCOTO Network

The SCOTO Community Tourism Network is now a Cooperative CIC - Community Interest Company - registered in Scotland SC726720.  

Our focus is on growing a robust network of community tourism enterprises, initiatives and individuals across Scotland. The strength of the SCOTO Network lies in the sharing of information and inspiring each other, and we strongly believe everyone should have access to every conversation. 

As a cooperative owned by our Networkers, we have therefore adopted an open policy without any fees for individuals to become a SCOTO networker. However to add individuals to our database we do require official registration.

To support community enterprises, associations and trusts we have devised a fee structure for joining the network which provides direct access to our resources.  Finally, as a self-funded network we have a category for ‘supporters’ who can either donate or ‘pay it forward’ to enable a community of their choice to benefit from our network.

SCOTO Networker

Any individual, regardless of whether they are a volunteer or employed on a full or part-time basis, will be eligible to join as a SCOTO Networker.

SCOTO Enterprise

Community enterprises, associations, trusts, and charities will all be eligible to join as a SCOTO Enterprise for a small yearly fee of £36 plus additional 'pay to play' services.

This will allow your organisation to have an entry on the SCOTO Map and other benefits.

SCOTO Supporters

Additionally, we extend a warm welcome to businesses and organisations who align with our principles and wish to support and contribute to the Network's activities through our SCOTO Supporters.

The Supporters fee is £100/£250/£1000 donation depending on the size of your business/enterprise, plus we have a range of exciting 'pay it forward' options so that you can support local activity in your area.
